fsa board rejects meat inspection proposal

... proposals to examine a move to a privatised system of third-party inspection of primary meat premises were rejected by the food standards agency’s (fsa’s) board early last week ... in its response to the macdonald farming regulation task force report and the 19 recommendations that related directly to the fsa , the board agreed with all but one about setting up a group to consider the provision of meat inspection services by third parties ... currently under existing regulations, meat inspections across the eu are strictly regulated ... monopoly situation however, many in the meat industry argue that this monopoly situation is unnecessarily prescriptive and costly ... there have been a number of recent calls for a change to eu law to enable a more risk-based approach to meat inspections ... the industry wants any revised meat inspection regime to be open to private third-party companies in a similar way to that operating in other high-risk sectors of the food manufacturing industry ... but the agency, unions representing meat inspectors and other consumer groups argue that the 'privatisation' of meat inspections would jeopardise food safety in high-risk meat production sectors more

... in its discussion, the board confirmed its view that: it is not a function of the fsa to subsidise industry and if a continuing subsidy is to be provided it should come from elsewhereproviding the best possible protection for consumers from food risk should not be based on economic circumstances or the ability of an industry to pay the board agreed that: full cost recovery should be introduced over a three-year period, beginning in april 2012 ... the revised proposals mean that these meat plants would pay reduced charges in a tiered system, depending on the volume of livestock units or meat they process ... for meat plants processing more than 5,000 livestock units per year full cost charges would apply with no discount for any of the throughput ... 4 million for about 420 establishments as originally proposed the fsa estimates that removing the current discount would result in cost increases to the uk meat industry of approximately £20 million ... this is against a uk meat market (excluding game) worth about £6 ... in calculating the costs that will be passed onto the industry, the board was provided with clarification on those attributed to pensions ... previous indications to industry stakeholders were that full cost recovery would include the current employers’ contributions for the local government pension scheme (lgps), and also contributions payable to members of the scheme who had already retired ... following a review by hm treasury of the cost and the allocation of that cost, it has been agreed that industry will not bear the cost relating to the deficit in the local government pension scheme, which would have totalled £4 ... fsa chair jeff rooker said: ‘the board has confirmed that it is not the role of the fsa, as the food safety regulator, to subsidise the meat industry for the cost of delivering official controls more

fsa recommends graded approach to meat inspection charges

... the food standards agency’s (fsa’s) board today responded to meat industry lobbying by agreeing to recommend that ministers adopt a “tapered” approach to the introduction of meat inspection charges ... pension fund deficit the fsa also agreed not to impose historical meat inspector pension fund deficit liabilities on companies as part of the new arrangements ... ” this reduced the meat inspection cost recovery bill to the industry from £55m to £50 ... 3m in efficiency savings in its meat inspection operations, but there is “an awful lot more to be tapped into” , the fsa’s director for scotland charles milne said ... however, following consultation with stakeholders over recent weeks, the fsa board accepted that this could distort development of the primary meat processing sector, given a disincentive for abattoirs to move into the higher bands, since all their animals would then be charged at the higher rate ... effective monopoly while hard-pressed small abattoirs are likely to welcome the changes, the amendments are unlikely to dispel industry criticisms that it is being subjected to an inefficient and costly inspection regime by an effective monopoly in the fsa ... fsa board member and farmer tim bennett said: “we have failed to convince [meat processors], because we have not got evidence that we [the fsa operations inspections system] are pretty good about what we do ... ” unlike in other food manufacturing sectors, the eu’s meat inspections are covered by prescriptive legislation ... while the fsa is seeking to make efficiency savings in uk inspections to reduce the cost to industry, it is also working with partners in europe to get legislation changed to permit a more risk-based approach to meat inspection more
